I do not really care for musicals, but the only ones I can think of that I would sit through alone and enjoy are Grease, Moulin Rouge and Willy Wonka (if that can be counted as a musical).
I think all of those are close in quality and entertainment value.

shareI love Grease, but I never listen to the soundtrack, as opposed to the soundtrack to The Phantom of the Opera, which I listen to frequently.
And "Into The Woods" was a better story than either of those, and the songs are poignant but not "great."
I'm thinking I would even pick Hairspray before Grease.

Without me looking it up to see if it's true, I'm going to say that Grease should be listed as the best musical of all time because it has the most hit songs than any other musical.
