Despite the fact that the graduating class contained only some 20 kids and all of the guys wore shirts beneath while the chicks just had shoes and underwear. This whole film is practically a public service announcement. Just awful.

Some girls do that as a graduation thing still to this day; it's a dare. Of course if you're over 18 and you do that to teen girls you're going to jail for certain.
shareAlso most graduations occur in late may/early june, so it tends to be hot. Would not be surprised if that is somewhat common in southern California, especially inside a stuffy gym with no A/C.
