Why was he under surveillance?

I didn't understand why Jon Voight's character was being followed and under surveillance. Can anyone explain?

It can't be because the husband knew he was sleeping with Jane Fonda ...it was as a result of the military eavesdropping that the affair is revealed to Bruce Dern.

He is being watched because his protest where he chains himself to the fence at the military post puts him on the radar. When it is revealed that he is sleeping with Fonda, they call Dern in and tell him. Am I right?

^You are right. Luke was under surveillance due to his protests against the war. The surveillance just happened to catch him having an affair with Dern's wife.

Lots of anti war people were being watched back then. FBI under Nixon had John Lennon wire tapped big time.
