I found the soundtrack at www.buck-rogers.com, but the super-cool music from the dance sequence is missing (NOT the "funky" music, but the more formal stuff before it). Anybody know why that's not on the soundtrack, and where a person might be able to download it?

The musictune you mean is called "Jelly Belly" (so Stu Phillips told me some years ago)
he was so kind, and sent me the track from his archive. Unfortunately it seems it is another Take of the recordingsessions, because the version i have sound a bit different than the Theatrical /Awakenig Episode version.
In the version he sent me you can even hear the Voice of the Soundengineer or Tapeoperator at the beginning of the Track :) it has a Length of 4:22 min.
A few years ago i tweaked a version together as you can hear from the theatrical version (source was a german VHS Tape). Length 1:21 min. (unfortunatley not longer)
I also have a Danceremix Version of the "Jelly Belly / Somethin`kinda funky" tunes played by Jan Midgette (USA).
It is called "Buck Rogers - Celebration on Earth (Transgenre Remix). Length: 8:29 min. (sounds pretty cool for a homerecording :) )
So, as Mr, Phillips told me, the Original Version or Take of "Jelly Belly" that was used in the Movie/TV Episode is somewhere in the Vaults of MCA Records. But unfortunatly Mr. Phillips himself has no access to this vaults :(
