Consider, they knew exactly what kind of father they needed, so if they have such a man in their own ranks, why not exploit the opportunity? Perfect families for their clones couldn't have been easy to find
I'm also certain Mundt (Watler Gotell's character) was sent there on purpose as well. Makes it easier to find a guy you already know.
