They flew from LA to San Jose, then back to LA, but they had to fly out over the ocean to dump fuel? Wouldn't hey have had to do that had they landed at the original destination? And why would they fill the tanks for a one hour fight?

Planes dump fuel only in emergency situations. Probably to prevent fires or explosions in the event of a crash.
The plane may go on to other destinations or else they just want to be sure it has enough fuel if it has to circle the airport before landing.
Pretty certain for a long flight that has an emergency, dumping fuel would be required due to landing weight. I believe this episode called for the plane to be rerouted from Oakland to San Jose due to fog. I doubt that would require a fuel dump.
