Annoying background noise

Don't know if anyone has brought this up, but what was the deal, during episodes, with someone in the audience making a sound like a a seal? It would happen after a character made an unusual, or maybe humorous comment. Just wondering.

That was James Brooks laughing, and yes, it's been discussed.
He even comments on it on the DVD commentary.

I noticed that too and just assumed they used a live audience while filming.
