Did they plan to make more episodes but couldnt because richard beckinsale passed away or was it because of poor ratings ??

A second series was in the works as the ratings were excellent (around 15 million) but Beckinsale's death ended it.

According to the writers, Ronnie Barker was always just going to do one series. So it wasn't the death of Beckinsale that brought it to an end.
