Where's Haskins?

I wonder why Garfield Morgan wasn't in this and the sequel Sweeney 2? I like Haskins and I think they should have included Garfield Morgan in the movies. It's not like he died or anything, he lived till 2009, so he was around. I reckon they must've snubbed the poor guy. He definitely could have come in handy when Jack was suspended. It would've been a nice touch if Haskins ignored protocol for once and secretly aided Jack's efforts to reveal the conspiracy.

On another note, it's fun to watch these movies and see the faces from other great British TV shows: Brian Hall, who plays one of the robbers in Sweeney 2 is Terry the chef in Fawlty Towers; the big copper at the car scrap yard murder scene is sargeant Rycott from Minder (Dennis Waterman's other great series) the Major in the bar scene at the hotel bomb defusing scene is Charlie Chisholm from Minder; and the journalist for The Democrat, who gets blown up, played a robber in a Sweeney episode.

I don't think that an official reason was given as to why Garfield Morgan never appeared in either film. He only appeared in half the episodes of the fourth series.
I think it has been suggested that he was "unavailable"

In the trivia section it states Garfield Morgan seemed the role was too small, so turned it down.

Took his bat and ball and just walked home. Pity! it would have been nice, seeing the DCI.🐭
