Look like Christopher Robin & Pooh (only she's a girl & her bear isn't alive)

It's a possibility, though I haven't heard anything on the subject. However, you can note that the little yellow raincoat that Bernard wears during the earlier scenes is nearly identical in design to the one Christopher Robin wears.

^Hey, yeah that's a great point.^

I'm not familiar with "The Rescuers" books, so I thought maybe the person who wrote those books, also wrote the "Winnie the Pooh" books.

Or maybe the "Disney" character design choices were conceptualized by the same people behind Disney's "Pooh" adaptations.

It seems like too much of a coincidence that Penny is the same age as Christopher Robin with the same short light brown hair/dirty blonde hair, and similar head shape/body proportions & HER teddy looks like Pooh.

Oh, no. The person who wrote the The Rescuers books was Margery Sharp, while Winnie-the-Pooh was written by A. A. Milne. I guess the connection could be due to Ollie Johnston animating both characters; I'm not sure who animated Christopher Robin, but he does have Johnston qualities to his character.
