Must have been the latest trendy thing that they were exercising with back in '77 that ends up in a drawer, the attic or a garage sale because they give up on it as they do with all the latest exercise gadgets when just a good set of weights will do.

I believe it was to do an exercise, sort of isometric, pushing and releasing to help build a woman's bust, that's why he said he didn't think she needed it but he enjoyed watching her use it.
