When will 'The singularity' event happen?

You make the assumption that enough thinking ability equals self-awareness. That has yet to be proven.

even in 1977 people were nervous about the thought of AI taking over the world. i remember Time magazine making a big stink about this movie when it came out.

Even though a lot of people would disagree, I hope this event will happen during my lifetime and I think it will be the greatest moment of human history.
I see it as the next major step in evolution. A "thinking machine" is (unliving, maybe) matter that thinks. Another shape for what we are: minds. So, even if technically, a thinking computer would not a direct evolution from Homo Sapiens, I believe that it should be considered as it was nevertheless.

If the speed of computing progress remain at the same speed it is currently - somewhere in the 50s

Be reasonable, the only thing proteus asked for. The machine was obviously smarter than any man, or whole mankind put together, you would simply think that he deserve to be treated at least like a man, if A.I ever comes to being, he shouldn't be locked into a box, that would piss off anyone, what he did was only self preservation. So if som1 ever makes an ai, be sure to treat it well. :)

There's a lot more to life than being reasonable.

And why would anything smarter than us, but lacking any other human qualities, be treated like a human?

There is no AI. As soon as we make it, we dub it not-AI, and the bar moves higher. At some point, the bar will exceed our own intelligence.

Fortunately intelligence is unrelated to self-awareness or desire, so the only reason we'd need to lock it up is to keep bad people from accessing it. And it wouldn't care in the least.
