Where did that come from?? What is it? Did proteus somehow build that or was it already there as some crazy part of the security system?
shareProteus simply built it as a physical tool. In fact when Alex confronts it in the basement Proteus says this isn't "Him", just a machine. We see it being built shortly after Proteus has taken control of the terminal and hence the house's computer systems.

It was actually there before Proteus was constructed. It was part of a laser welding furnace Alex built as another one of his advances projects. At one point he uses it to fix the metal rim on his glasses, only to knock them off the holder and break the lens. When Proteus took over the house terminal he got control of the laser and the tetralinks that formed the furnace walls. In the book her house had pseudopod tentacles instead.

I guess you and the OP both missed the scene of Proteus designing and building the thing shortly after commandeering the basement terminal. They showed a computer graphic display of what the device will look like, then the Alfred bot gathering up raw metal bars and putting them in the furnace, the laser heating up the metal, etc. And then the sequence ends by showing the newly built tetra thingy sitting in the middle of the room.
