No one knows. Not mentioned in the movie, or the book, I believe.

Much like the actual "Third World War" should it happen as shown in the film, no one would know...

If I was to make an educated guess I'd say the nuclear missiles came from China or Russia since both were major cold war enemies at the time the movie/novel were made and the trajectory came over the Artic.

Oh, that was the beauty of the Cold War era. You didn't need a cause for WW III. It just always boiled down to 'The USSR decided that was THE day'... That was the big fearmongering tactic, we would never know when it was coming. Those nasty Russkies could have a bad morning, and the planet would have a bad eon, etc...
