What does Breaking Training mean?

I don't know either, I don't really think the title matches the story, maybe something more like The Bad News Bears Go To Houston.

It's just a reference to a line that Rudy Stein says to Engelberg at the beginning of the movie. He sees Engelberg ride his bike to the ball field with a stack of candy bars in his hand makes a crack about him "Breaking Training".
Basically telling him that he's breaking his training regiment.

In sports terms it is when a team finishes training camp and starts the regular season. Usually pro teams train out of town or used to and when the training was over they would call it breaking camp or breaking training.

TCopelin is correct. The phrase itself goes back to being on the trail, such as moving cattle in the 19th century. "Breaking camp" literally meant packing up and hitting the trail for the day. I suspect since spring training was referred to as "camp" that someone just carried the phrase over and it stuck.

It's complicated only if you don't know the term and think "Breaking Training" is a kind of special regimen that the Bears are undergoing, rather than the title of a sequel that only mentions the Bears for marketing purposes.
