The guy who bribes Jack $100 so he passes the restaurant's 'fire marshal' safety is nothing. Why a $100? Why not thousands? Was a bribe in the 80s that low??
Interesting episode, but poorly written.
Why was that poorly written? If he asked for too much, Jack might have gone to the cops. A $100 was a lot of money but not quite enough that it would break the bank.
