Was this an episode of The Professionals?

I have no idea what the overall plot was, but I can give three scene descriptions that might help. I remember that either the good guys or the bad guys (most likely the good guys) have sent out agents to do something, but each one of them gets killed before they can do it. The deaths occur in the following ways:

Agent 1
The agent is chased along the side of a body of water. He slips, dropping his gun in the water and then makes a run for it, temporarily losing his pursuer. He ends up in a large field with a wooden lookout post in it. He climbs the lookout post and uses the telephone to contact someone (presumably base).
Meanwhile, the pursuer has spotted him and creeps under the tower, takes out his gun and fires multiple shots through the floor of the tower, killing agent 1.

Agent 2.
Agent 2 is following someone at a construction site. He climbs the scaffold and spots his target, and gives chase. Meanwhile, an enemy agent loosens one of the scafold beams and disappears. When the agent comes back that way, something causes him to lean on the support, which gives way and he falls into a skip full of concrete mix. When the concrete sets, only his feet are visible and his body is incased in a block of solid concrete, which is taken back to base.

Agent 3.
(Not 100% sure this guy is another agent or a baddie).
This man lives in a room that is full of pet birds in cages. Another person enters the room and shoots him dead.

I have the DVD box set of the Professionals and have watched all 57 episodes many times.

The only episode that I can recall with a lookout post is 'Longshot', but the rest of your 'Agent 1' description doesn't fit (no telephone, no shots through the bottom of the tower, etc).

The episode 'Hunter/Hunted' starts with a man walking across some scaffolding, but he falls into a tank of water when blinded by the laser sight of an assault rifle; nothing like a support giving way or any concrete mix. The episodes 'Blind Run' and 'Runner' also have CI5 agents pursuing, or escaping from, enemies via scaffolding at some point, but again no concrete mix. The episode 'Not a Very Civil Civil Servant' has scenes of a construction site, but nothing like what you've described.

The episode 'Klansmen' has an African-American man tending his pigeons in a cage on a rooftop, but he is pushed off the rooftop to his death by a hooded man.

There is no single Professionals episode that fits any one of your three descriptions, let alone all of them.
