For "highway patrol" oficers...

...these guys spend an AWFUL lot of time cruising city streets and residential areas. Here in Ohio, the highway patrol sticks to the highways unless they are called in on something else.

Exactly. T.J. Hooker and his subordinates attended their training school for uniform patrol officers.

They also do little paperwork or reports, just the fun stuff.

If you watch the old Highway Patrol series, instead of calling the local police, everybody asks the operator to get the Highway Patrol for everything. I've wondered if that was a California thing. Broderick Crawford signs off with "Bye". I also wonder if CHIPS still ride motorcycles. You never see them in my state.

Oh yeah, the CHP still uses motorcycles, they use BMW bikes now instead of the Kawasakis that they had at the time of this show. In one of the bonus features from the Season 1 dvds Estrada shows the differences.

Besides Bikes and Cruisers the CHP also uses SUV's and I've seen them use Dodge Chargers as Interceptors.

As an ex-police officer and someone who grew up in a law enforcement family ( in Montana) maybe I can answer. Some states have a highway patrol that only patrols and enforces laws on state highways. (Montana is an example of that) They do help other departments if requested. Other states have State Police that have a broader jurisdictional responsibility. They can still be called a "Highway patrol" (like California's). In states like CA. they have numerous highway and freeway systems that also intertwine with city streets so much that sometimes the highway patrol actually seems to be patrolling city streets. There was an episode in which the Highway Patrol was doing the duties of a Police dept. that was on strike. This can happen. You also have to remember that CHiPs was a television show and after awhile they did take license with some of the script ideas to keep the show entertaining. But they (Like Adam-12) did use some stories from actual Highway Patrol files and the writers and producers did work with the CHP in coming up with stories. It is said that Estrada (Ponch) even attended the CHP academy to learn some of their ways.

Hope this helps.
