The horror film from 1963 TERRIFIED features a hooded killer lurking near a cemetery and in a ghost town. Even though he wears a black hood not a white one maybe the makers of this movie based the appearance of the killer on the real life Texarkana case - www.imdb.com/title/tt0142906

A black hood would be closer to Zodiac then The Red Phantom.
