East London location shots?
I haven't seen this film in over 20 years but I seem to remember some location filming shot around apartments near water. Were these scenes filmed in East London?

I don't know London well, but I wondered whether Verney's flat was supposed to be in or near the Docklands. My sense was from a number of the shots that his home was supposed to be in London and not too far from the Tower.
Have you looked at the imdb filming locations list for this film? St Katharine's Dock, Wapping, London is listed.
Richard Widmarks apartment is definitely in St. Katherines Dock. Having worked across the road recently, I recognised it straight away.
shareIf you fancy doing film locations on a trip to London, St Katherine's Dock is well worth a visit. As well as being the location for much of this film, there is the Dickens pub, some good shops at ground level beneath the flats, lots of boating activity to watch, and Tower Bridge and the Tower of London are a very short walk away.

I think the manual footbridge might still be there!
