What does 'We are not prepared to say' mean?

If it helps, this was said by the grandmother after "Find A Mate" when being asked what love had to do with marriage.

Yes, royalty always used the ''Royal We''(We are not amused, etc). What the Dowager Queen was saying: ''We are not prepared to say'' meant exactly that.
