Who was the guy Fletcher was looking at?


During the rebel surrender scene where Fletcher and the Senator are talking (moments before the shootout), the camera shows a closeup of Fletcher looking at someone walking nearby. In the next shot, the camera shows the feet of the man I presume Fletcher's looking at. Not the man's face, just his feet, and he's wearing reddish-orange or light brown boots. The camera then switches back to the closeup of Fletcher who then smirks.
When I first saw this movie, I at first thought Fletcher was looking at Wales walking by. I thought Fletcher was smirking at the idea of Union soldiers thinking they could just waltz up on Wales and easily take him. Then a moment later, I realized it couldn't be Wales and of course it wasn't.
So who was that guy and why did Fletcher look at him and smirk?

"The storm cannot be stopped, but it can be survived.'"

Fletcher was smirking at the sight of despised Redlegs among the Union troops there, i.e. at the leggings of Capt. Terrill.
