Did anyone else find Babe's unemployed neighbours repellent?

because while he is jogging in New York, minding his own business, those people-botherers hang out on the street, watching people, and appear to do little else. One of them makes a passionate male sexual gesture towards him in daylight, with families and children in the vicinity...and calls him a pervert!
