How many times did he shoot at the runner at the start, and miss?. It even looked like the runner intended to fall to his death.

I always thought he was intentionally missing to terrorize the runner. But maybe not.

Could be that he was just training to be a Stormtrooper.

Yeah Rogue One had a few people (even a blind guy) not getting shot by lots of stormtroopers.

Logan was a fine shooter, he intentionally missed at the runner to terrorize him !!!!
