okey not the "right" churchill,but nobody in the movie knew that until after the killing.
so in a way,steiner was successfull in killing churchill.

An absolutely essential part of that type of mission is having accurate intelligence. They did not know that Churchill was in an entirely different country
So the mission, starting with the intelligence, was a categorical failure.
