This is a reference to a true story. Sterling Hyden ran guns to Yugoslavia in WW2 for the OSS.

For years I never understood what that line meant. The recently discovered that Hayden worked for the OSS, although he changed his name to John Hamilton. Apparently he was a very good sailor.
