When Turner shows up at Sam's apt to warn Mae, there's a clear assumption that they were all due there for dinner that evening. Was it only a coincidence that Sam was chosen to meet him in the alley? And why did it take Joe until the last minute to get there?

When they are on the phone making the arrangements to bring Condor in he is apprehensive because he doesn't know who his 'handlers' are. They have his file in hand and tell him they'll bring along a friend ... Sam. Condor says, 'Sam 'll do'.
As to why he was late... I think it was intentional that he went in at the last moment. He was on the perimeter of the location watching for a trap.
LesterFester -- thank you -- yes, I understand the part about him knowing Sam -- but it was weird to me that they chose him, knowing???? that he had dinner plans w/ him that night. THAT's the part I'm questioning. Because he shows up at their house.... as if it had been planned. That's where I'm stymied.

At about 5 mins into the movie, Janice asks Joe if they're still going to Sam and Mae's that evening. He says yes. But then at about 30 mins, Joe seems to have to recollect who Sam is when asked if he'd be a good person to bring along. Probably just a bit of lazy screenwriting. I too have seen the movie multiple times, and maybe we're just being too distracted by minor things, since we know the movie so well.
Confused about a scene? I'm confused about the whole darn movie! Maybe I'll need to see it a couple more times. So much betrayal, mystery, etc. Why the heck am I watching this??!!
today is the longest day of my life season 1 of 24 when I saw this movie for the first time I was confused to about the whole thing but was very entertained by it. I have watched this movie many many times and I still love it and catch something new in it still
I wish I had your kind of patience! I have found that spy/espionage "thrillers" all seem to be somewhat confusing. . . some more than others. I like the genre, but find myself going back on the DVD again and again and it still is not clear, so I just give up. I often check Wikipedia for summary of a plot. Most of the time that works well.
try to give this whole movie a try for it will keep your interest in it. in fact I am watching it right now as I am typing this. to me this is one of the better spy type movies
