Did this movie have the following scene (spoilers?)?

Years ago, some of the local broadcast TV stations used to show kung fu movies on Saturday afternoons. While flipping through the channels, I happened to come across one, during a violent fight scene.

This one scene always stuck in my mind. A chase/fight scene occurred on a mountain road where some thugs wrapped a chain around a guys neck and dragged them behind their car. This guys buddy managed to stop them, and lots of fighting ensued. During this fight, the thugs kept beating the chain victim, breaking his legs. Eventually, the poor guy was thrown off a cliff. There were lots of kung fu style sound effects during this. It was obviously fake, not realistic looking like todays movies can be.
