DVD Question

So I ordered this movie off of eBay and when I received it found out that it was a previous rental copy. It didn't have a chapter insert, butI'm pretty anal about having everything the DVD came with and know that many times rental stores toss out inserts. Is it supposed to have one?

Not the one I just bought new from amazon here in UK. It only has the outer picture sleeve on the dvd box.
