This episode of Fawlty Towers appeared in October 1975. It looks as if Cleese stole the idea from "The Passenger" (though the other way round is also possible).
Or both from an earlier source?
Could be that Cleese stole the idea from the film, I think it's probable, but still it's also possible that he thought of that without seeing the film.
The other way around is not possible, since The Passenger was first released in February 1975, six months before the Fawlty Tower's episode.
I don't know if there's an earlier source, but I don't see why Antonioni would have decided to reference some arbitrary scene in his film.
