This movie should be released on US Region 1 DVD like it's sequal Drum.

Not officially. Some companies may have decoded region-2 Dvd format but no offical company has released this movie in US region-1, otherwise both Amazon as well as IMDB would have shown it.

I bought a DVD copy off eBay. Plays fine.

the DVD's that are on ebay are the chopped up edited version.
