i love burt young in ROCKY and CHINATOWN, he is a great character actor, but in this film his character is too loaded, as in, he represents too much of what the director and/or writer was trying to convey beneath the guns and explosions, preaching of the little guy being taken advantage of and how all countries are evil, i mean if all these things are true that's fine but we dont need a character reminding us of it because then it seems too obvious that the film has an agenda, just show us what's up and let us decide, and he was also made to show us that bo hopkins was, for some reason, sort of a bad guy simply because he did his job -- of shooting people -- good and that he enjoyed his work... young's character was sort of like phil donahue walking around his own stage interviewing people and then when people argue on the stage him siding with one person more than the other... he was the barometer but not a fair one, the heart on the sleeve and got pretty tiresome if you ask me... but it wasnt his acting, it was the writing... he was too much of the SPOKESMAN for the film... it was too obvious... nothing is worse than when a character is noticably conveying a slant of the filmmaker's and/or writer's agenda, for this shows there is an agenda to begin with...
