street was brought down from chicago, not new york ..
does anoyone know what chaney means when he talks avbout filling in some inbetweens? do you think maybe he feels the need to atone for past sins? maybe he killed a man?

It's likely that during his travels he spent a considerable amount of time without female companionship. By taking up with Lucy Simpson, for however long it lasted, he might have filled in some of the "in-betweens" that must be hard on a person who lives life on the run the way Chaney did.

I think he was referring to his next meal during those dry "in-between" times.
The first things on my mind would probably be food, clothing and shelter.
Of course, a younger person, or perhaps someone who's never been hungry,
may think sex is all that matters.

I believe that this is the correct meaning. In between fights, in between paydays, someone has to pick up the tab. That person has to be paid back.
