Who is the bigger villain? Duncan or Simmons?

If this film has a villain, it would be James Duncan. He builds a massive skyscraper, cutting costs and ignoring safety standards. The workmanship is shoddy, and he hires his son in law Roger Simmons as the engineer. The electrical wiring is not up to scratch, especially when the budget takes a battering. Not only that, Duncan has a big glitzy opening party to celebrate his new building. It is implied that Senator Gary Parker is in his pocket, and will approve the construction of the tower all over the country. Outwardly Duncan is a respected businessman/ builder but just underneath he is very shady. Architect Doug Roberts acknowledges his responsibility for the disaster, and the lives lost. You never hear Duncan admit his guilt, although his face does reveal it at the end.
