Why didn't Phillip evacuate his family?

Maybe deaf Mom slept through the emergency until she was incapacitated, but both Phillip and Angela were awake. Why on earth didn't they wake her when the apartment started filling with smoke?

Philip was wearing earphones when they found him. Looked like they woke him up.
