Is it 17 or 18 passengers?

Seems at the beginning the hijacker says we have 17 passengers. Then several times later, once with the Mayor, it is referenced that there are 18 passengers. Can someone give me their view? Did anyone actually count them?? Also I don't think there is any significance to the number is there? Or is that just another one of the quirky, goofiness features of the film? 

i think it was 17 maybe plus conductor, i think at that point the driver had been released and had arrived with the rest of the passengers

There were 18 hostages - 1 conductor and 17 passengers.
