I love this movie! The 70's were so damn gritty. They don't make movies like this anymore.
I'm guessing that the undercover cop (a guy) is listed in the credits as 'The hippie', played by William Snickowski.
It wasn't a woman-it was a LONG HAIRED MAN. There was no female police officer. It was a slag on long haired men.
If u remember, Garber leans down to the male officer (laying on the subway tracks with a bullet in him): "It's ok, Miss...ambulance is on the way." (paraphrasing here).
The undercover cop turned out to be the guy with really long hair dressed like a hippy. The only information Garber is given is that there is an undercover on the train. They speculate that it might be a woman, make some remarks about it, including the use of "dame".
When Garber goes down to the tunnel and prevents Blue from executing the undercover he still doesn't know anything about him. He calls her ma'am because in the dark he only sees the long hair and already had it in his mind it was a woman.
