I do like my fair share of low-key, low-budget, "slice of life" independent arthouse movies. Is this that kind of film?

It's slice of life but not art house.

It received more attention years after its release due to the popularity of Rocky and Stallone.

If you've seen films like Cooley High or Diner, it's that kinda movie -- or better yet, Saturday Night Fever w/o the dancing.
