In the later seasons they all worked but lived in the projects

I'm sure it's because that's what the show was about; a family living in the projects, but it seemed strange they still lived there when Thelma had a husband and JJ had job and they had no kids.

They were getting a house in one episode but the deal fell through.

Thats probably one of the reasons why some of the cast had issues with the shows writing. That and their keeping JJ acting like the same teenage fool with very little character development.
