casting question:who gets credited, who doesn't?

Here is the deal: one of my late father's friends, not an actor, nothing to do with movies, must have known someone who knew someone and he gets a part in THE SEVEN UPS! He even has a line or two in the movie.
I think he is part of the mob guys in the funeral home (I haven't seen flick in over 10 years) under surveillance by Scheider. When the mobsters are discussion solutions, my father's friend says "lets kill him" or "lets get him."
As I said this guy was a car salesman and I don't know if he even had a SAG card (guess he had to get one).
Despite his speaking part, he is not listed in the cast. Wouldn't he have to be credited if he had a speaking part?
Thanks.

Although your argument makes sense,
this is quite common in film.
If you spend much time perusing IMDB, you'll note many times a performer is listed as being "uncredited" in a particular film, which equates to a lack of screen credit.

I'm sure there are many reasons...
anywhere from time constraint, (imagine how long the credits would have been for a film like Saving Private Ryan, The Ten Commandments, LotR, etc if every performer had gotten a credit)
to a determination, by the director/studio heads about who is/was memorable enough to garner one...

In some case, it is/was due to blacklisting, etc..and the performer in question would either be listed under a pseudonym, or not at all ...
or maybe the person is simply a friend of someone and is given a little screen time, just to be nice....

It's a bummer your friend didn't get any screen credit, but I'm sure it was a cool experience, just the same...
FYI, my dad is/was friends with the "belly dancer" from the James Bond flick, From Russia with Love...
Her husband and he were shipmates, in the Navy...
Was kind of cool watching the movie as a kid, and being able to brag to my friends, that I knew her...
Made me the coolest 10 year old on the block, LOL......
Cheers!

Always do right. This will gratify some people and astonish the rest.
