Was this film meant to be some sort of sequel to the French Connection? If so why wasn't Gene Hackman involved?

shareI don't think so, since the characters Popeye Doyle or Charnier weren't portrayed in the movie.

I don't think it was supposed to be a sequel to TFC but I consider it better than the actual sequel which was disappointing IMO even though Frankenheimer directed it whom I consider a genius.
This film had the look and feel of TFC1 because it was shot in NY during the winter, Antoni just did a lot of the same camera work and lighting as Freidkin, Scheider and Lo Bianco were in TFC1 and Don Ellis did the score for TFC1 as he did for this film.
