I believe the film you are looking for is simply called 'Ants'
AKA 'Panic at lakewood manor' or 'It happened at lakewood manor'
I've found this review http://uk.rottentomatoes.com/m/ants/about.php
I also remember the film and now want to find a copy.

Back in 1977 or '78, "Phase IV" and this movie were being shown on competing channels....I was called any variation of 'nerd' because I picked "Phase IV", which confused or bored the 'Lakewood' fans....it was a lonely lunch hour, that day....

This is probably not the movie you asked about, but one that I remember being good was the film version of the short story, 'Leiningen vs. the ants' with Charlton Heston and Eleanor Parker called, 'The Naked Jungle.' You should check it out. The short story was excellent.

which was the ant film , where the ants were on the move , the humans knew this and put many barriers in their way?

they tried digging a moat / then fire a think.
the ants bit leaves off and made boats!

some guy was sitting on a chair outside the (well it looked like a fort) he was watching for ants , fell asleep and when he woke they were all over his legs.

That's The Naked Jungle starring Charlton Heston and Eleanor Parker. Best line of the movie:
"Leiningen, you're up against a monster twenty miles long and two miles wide... forty square miles of agonizing death! You can't stop it! "

Old Time Radio adaptation of that film here

I Just saw Phase IV again for the first time in many years, but the ending was not what I remembered. I thought that P4 ended with the ants learning how to set fires and spell out English words with pebbles. Or am I thinking of 2 different movies?

"They would turn me back into a dog," said Towser.
"And me," said Fowler, "back into a man."

That might be "Bug" with Bradford Dillman from 1975.
If I recall, it's been a while, Dillman bred the volcanic roaches with domestic ones and they were able to run around and spell words with their collective bodies.

They also had a little sparking appendage that set fires.

Then again I may be thinking of a couple of other films.
I do remember the original roaches had trouble moving because they were used to the pressure deep in the earth and when one was punctured it exploded.

Wouldn't mind seeing it again

yes it's "bug" that you're confused with!
