Another question about the ending

I had to turn on the subtitles to make sure I heard correctly, and I did. When they are talking at the end, Dega says, "I meant to." I do not understand what he's referring too. Papillon replies with "I know."

Dega was going to tell Papillon he wasn't going to leave the island. Papillion sensed this - hence his response "I know".
