When Michael at the party tells Charlie that it's up to $3000, Charlie says, "You charged a guy from the neighborhood 1800 vig?" Meaning he saw the interest being really high for a friend. It explains that Johnny borrowed $1200. Michael was trying to charge $1800 in interest. More than Johnny borrowed in the first place. Charlie asks him to make it $1800 (the 1200 plus 600 in interest), and Michael reluctantly agrees to $2000 (only 800 interest). Even after Charlie gets Michael to knock off $1000, Johnny still screws it up.
