The bent cops were killing innocent bystanders. That made it pretty black & white for Callahan.
Vigilantes should always follow a policy of pinpoint selective targeting.
shareThe whole point of the movie is that they can't. Because they are vigilantes, and acting outside the law, they have to protect their identities and cover their tracks, and in the process of doing that, will invariably cause collateral damage, like Charlie McCoy, as they silence witnesses they can't afford to leave around to testify against them.

Yep. Its as if the whole movie was meant to answer critics of the first movie.. which was funny because a lot of us already knew those critics...led by Pauline Kael...were wrong about Harry.
