The motorcycle cops were supposedley out to get the big time criminals who had escaped justice,so why shoot so many other people as well as the major criminals?
Surely the lawyer in the car during the first shooting and the naked couple on the bed in the hi rise apartment and many of the people around the swimming pool were not major criminals?

You're right. They weren't major criminals but as far as Briggs & the vigilante squad were concerned, it was "guilt by association". Anyone who helped a mob boss go free (lawyers) or hangout in a pool or penthouse, snort coke & have sex with them (naked college kids)... was a cancer on society and almost as bad as the ppl that were the true criminals. So they were targeted as well. Also, killing the mobsters associates was the best way of preventing the chance of there being any eye witnesses.
