I have always wondered and hope someone can help, Why was Ricca the guy on trial able to get the case thrown out?

We weren't meant to know (unless it was in the original script and not filmed). All we needed to know is that Ricca was a murderous scumbag whose acquittal was exhibit A for what motivated the vigilante cops to provide a much-needed supplement to a flawed justice system.
