How did Harry figure out it was the cops doing the killings?


Didn't it have something to do with the bullets he found after the shooting competition?

The way Briggs acted when he mentioned the ballistics. Also the promptness of the murderous motorcycle cops. they were worse than the criminals they killed. I say this because they killed innocent people, fellow cops, and the criminals. Murder is murder.

He suspected crooked cops, or someone impersonating a cop, because the pimp had his wallet/drivers license out.

Yes, I think his partner first mentions something to Harry about the victim looking as if he'd been stopped by a traffic cop and his suspicions build up from there, combined with the ballistics evidence.

Specifically, the pimp's open wallet, opened to the fold with his driver's license partially obscured by a $100 bill, was still next to his body where he dropped it when he was shot.

There was the scene when they're putting Charlie McCoy's body on the plane when David Soul's character says "I feel...responsible somehow." Harry looked like that was kinda odd. Also, DiGiorgio commented on how fast Soul was on the scene at the stakeout when McCoy was killed. There was also a sequence either cut or not filmed where Harry found some vigilante sounding quotes from Soul in a magazine article.
