How did Harry figure out it was the cops doing the killings?
Didn't it have something to do with the bullets he found after the shooting competition?

The way Briggs acted when he mentioned the ballistics. Also the promptness of the murderous motorcycle cops. they were worse than the criminals they killed. I say this because they killed innocent people, fellow cops, and the criminals. Murder is murder.

There was also a sequence either cut or not filmed where Harry found some vigilante sounding quotes from Soul in a magazine article.
