So what? The bike cops killed crooks after they were let off and got away. It was a double standard. Harry murdered Lt. Briggs with the bomb, tortured Scorpio in the first film, and shot a unarmed man in the enforcer. Only thing bad about the rogue cops is the fact that they killed some innocent witnesses and fellow officers in the process. In doing this, they were actually worse than the criminals they murdered in the beginning of the film.

The fact that Sondra Locke's character in "Sudden Impact" had no intention of killing Harry, but Briggs&Co. did, may play into his decisions.

Exactly. Harry didn't approve of her actions. In fact he tried to stop her, but he also understood that she was the traumatised victim rather than part of a systematic death squad.
Also, he only killed the motorbike cops after they started shooting him.
Still, setting the bomb off in order to kill off his superior was a hypocritical final action. Like Briggs said, Harry should have let the system he was defending decide.
