We never got to see much of Matthau's dead partner, but I'm positive that in the first few minutes of the film, he was planning to kill Camerero, only Camerero got to him first.
He seemed like a vigilante cop, not being on duty and all. To make matters more unsavoury, he indulged in some sleazy stuff with his girlfriend. He definitely had a dark side.
